Observation

Based on the information gathered at the site visit and interviews with the child care staff and referent, the licensor has determined that Isabel Shepherd used inappropriate discipline with children at the center. There are accounts of her pulling a child down the hallway by their wrists, dragging a child across the hall by the back of their shirt and roughly placing a child on a napping mat. Also the licensor has determined that office/admin staff, Isabel Shepherd, does yell at the children at times at the center.
